Regulatory Sandboxes
Impact: ––
The Sultanate of Oman is placing increasing emphasis on fostering an innovation-driven environment and encouraging the adoption of emerging digital technologies, particularly artificial intelligence (AI). This is being advanced through the development of regulatory frameworks and the establishment of regulatory sandboxes, which enable companies and innovators to test new technologies and solutions in a safe and controlled environment. These sandboxes help assess the readiness of innovative solutions and their compliance with regulatory requirements before they are scaled up for commercial deployment.
in recent years, Oman has witnessed several regulatory initiatives and pilot programmes across key sectors. Notable examples include the financial technology (FinTech) sector, through the regulatory sandbox operated by the Central Bank of Oman, which enables the testing and development of innovative financial solutions. Similar efforts are being pursued in the telecommunications and information technology sector through initiatives and regulatory frameworks designed to create a suitable digital environment for testing advanced technologies and innovative technical solutions.
The Ministry of Transport, Communications and Information Technology (MTCIT) plays a key role in developing the national regulatory sandbox ecosystem in coordination with regulatory authorities and the private sector. These efforts contribute to accelerating the testing and deployment of innovative solutions and attracting investment in emerging technologies. Regulatory sandboxes also provide an environment for testing technical solutions and AI applications, assessing their technical, regulatory, and security aspects, and managing associated risks. This supports the development of regulatory frameworks and informed decision-making while safeguarding users and ensuring compliance with applicable legal requirements.
In this context, the following examples highlight regulatory sandbox initiatives and experiences in the Sultanate of Oman. These initiatives serve as practical models for testing emerging technologies and innovative solutions and assessing their readiness within flexible and secure regulatory frameworks.
