In line with the Royal Directives, the pillars of Oman Vision 2040, and the objectives of the National Digital Economy Programme, the Hadatha Programme for Cybersecurity Development stands as a strategic national Programme aimed at establishing cybersecurity as an economic sector that supports economic diversification, a key enabler of digital transformation, and an enhancer of national digital sovereignty.

Phase one successfully established the national foundation for the cybersecurity industry, delivering milestone achievements that strengthened the innovation ecosystem and enhanced national talents. It also fostered a supportive environment for startups and locally developed products. Thus, these efforts contributed to enhancing the Sultanate of Oman’s regional and international presence, consolidating its position within the expanding global cybersecurity industry.

The upcoming phase of the programme (2026–2030) marks a qualitative shift from foundation to empowerment and sustainability. This will be achieved by developing and localizing cyber solutions, empowering national competencies, supporting startups, and stimulating investment and innovation across the sector.
